PayPal and Venmo Add Tuition Payments at US Colleges

PayPal (Nasdaq: PYPL) said this week that students and families can now pay tuition and fees with PayPal or Venmo through new integrations with three campus payment platforms. The option is already live at five universities.

The Big Picture

  • PayPal and Venmo now work for tuition and fees inside the payment portals that schools already run.
  • Illumia, Nelnet Campus Commerce and TouchNet built the integrations. Nelnet alone serves more than 1,100 colleges and universities.
  • Bellarmine University, Butler University, Kansas State University, Michigan State University and Texas Tech University are live now.
  • Payers can fund a tuition charge from a bank account, a credit card, or a PayPal or Venmo balance.
  • PayPal did not disclose fees, the count of participating schools, or a rollout timetable.

PayPal and Venmo reach the bursar’s office

PayPal announced integrations with Illumia, Nelnet Campus Commerce and TouchNet, three platforms that process tuition and fee payments for US colleges. Students pick PayPal or Venmo inside the school’s existing portal, which leaves campus finance teams on the same reconciliation flow they use for cards and bank transfers.

The distribution behind those three names carries the announcement. Illumia, formerly Transact + CBORD and now a business unit of Roper Technologies, supplies payment, access, foodservice and credentialing systems to more than 10,000 higher education, healthcare and senior living institutions. Nelnet Campus Commerce works with more than 1,100 higher education institutions, and TouchNet belongs to Global Payments. Five campuses are live today: Bellarmine, Butler, Kansas State, Michigan State and Texas Tech.

What the announcement leaves open?

The statement names five campuses and no total, and it says the option will begin rolling out at select schools without giving a schedule or a target. Cost is the wider gap. PayPal attaches a footnote marker to its list of funding instruments, and the announcement text supplied does not spell out whether a card-funded tuition charge carries the convenience fee that campuses normally pass through to the payer.

Four questions the release does not answer:

  • Who absorbs the processing cost on a card-funded tuition charge, the family or the institution?
  • How many of the thousands of schools on these three platforms will switch the option on?
  • Do installment billing and tuition payment plans accept PayPal and Venmo, or only lump-sum charges?
  • What transaction limits apply when a Venmo balance meets a five-figure tuition bill?

Families at the five live campuses can check one thing today. Open the school’s payment portal, read the fee line attached to each funding instrument, and confirm which account a PayPal or Venmo balance actually draws from before submitting a payment.

From Big Ten deals to the tuition bill

PayPal’s campus strategy started with sports. The company marked a year since its agreements with the Big Ten and Big 12 Conferences, which enabled institutional revenue-share payments to student athletes through its platform, and Venmo spent the school year adding NIL partnerships with athletes, college-branded cards, student ambassadors and gameday activations.

Tuition converts that brand presence into the largest recurring charge a student account generates. Venmo grew on small, frequent transfers, a pattern visible in Venmo transaction volume data, and the tuition line sits at the far end of that size curve; the same is true measured against PayPal’s total payment volume.

The households making these payments are also the ones carrying US student loan balances, which is why the funding instrument a family selects at checkout matters more here than it does on a grocery run.

This reads as a distribution deal more than a product launch. PayPal did not build a new rail into higher education; it plugged a wallet choice into portals that Illumia, Nelnet and TouchNet already operate at thousands of schools, which is the cheapest path to a payment category worth far more per transaction than P2P transfers. The institutions get an added funding option without touching reconciliation, and PayPal gets its brand onto the one bill a family cannot skip.

The open cost question decides how much of that scale converts. Tuition is a thin margin, high ticket payment, and campuses have long steered payers toward bank transfers because card interchange on a five figure charge is expensive. Whether PayPal and Venmo land as the default or as a convenience option that most families skip depends on where that cost sits, and the announcement leaves that unstated.
