Mastercard (NYSE: MA) opened early access to Agent Pay for Machines on October 20, 2026, after a live Cloudflare Connect demo in which one AI agent made nine payments to two merchants from a single budget.

What Happened?

  • Mastercard is giving developers buyer- and seller-side APIs, a toolkit, a sandbox and documentation through Agent Pay for Machines Early Access.
  • The system runs on x402, an open protocol that lets online services ask for money with a “402 Payment Required” response.
  • Marketing agency Hype ran the demo, and its agent bought social media research from AIsa plus 8 campaign images through Cloudflare.
  • BVNK, the stablecoin firm Mastercard bought in August, handled payment and settlement in fiat or stablecoins through Mastercard Global Money Platform.

Mastercard’s Jorn Lambert ran the transaction on stage at Cloudflare’s Connect conference. The company first announced plans for the system in June. The Early Access release follows end-to-end pilots with Cloudflare, Ant International, AIsa, Base, BVNK, Coinbase and Hype.

The product goes after a billing problem. Paid digital services usually require an account, API key, prepaid credits or a billing relationship with each provider. That holds up when an agent uses one or two services. It breaks once the agent picks vendors mid-task and pays only for what it uses.

Mastercard argues the harder question is permission: who let the agent spend, how much, on what, and whom it’s paying. “Payments aren’t the hard part. Authority is,” the company said.

AI agents can find what they need. Now they can pay for it, too.

Hype’s agent paid two merchants from one budget

Hype, a marketing agency that already uses AI agents in campaign work, set up the test. Its agent got one job and a defined budget: plan a sample campaign for a protein bar launch.

Running on an agent platform such as Amazon Bedrock AgentCore, the agent found registered Agent Pay for Machines providers. It came back with a two-step plan, starting with social media research from AIsa and finishing with images through Cloudflare AI Gateway.

Hype approved the funding and held the agent to that task and budget. Each time a seller wanted money, Cloudflare Monetization Gateway answered with “402 Payment Required.” The agent then signed a payment voucher, a secure promise to pay within its approved limit. The seller verified it and delivered the work.

Those exchanges run off-chain at machine speed. Providers can batch vouchers and redeem them later, so the agent never holds unlimited spending authority. Hype’s run needed no separate accounts, API keys or invoices.

The money side of the demo ran through this stack:

  • Coinbase Developer Platform supplied the wallet infrastructure that funded the agent.
  • Base, the Ethereum layer-2 network, provided on-chain settlement.
  • BVNK acted as the agent wallet and used Mastercard Global Money Platform for payment and settlement on both sides.
  • Sellers could take payment in their preferred currency, token or rail.

Mastercard keeps the authorization layer

The design keeps Mastercard on the approval side of every transaction, deciding who may spend and how much. A business authorizes once, and the agent transacts many times. Sellers hold a guaranteed payment now and settle later, while BVNK and Base move the actual funds.

The launch landed a day after Mastercard unveiled Stablecoin Security at Money20/20 in Las Vegas. That tool lets financial institutions scan stablecoin payments for fraud, scams and sanctions exposure before money moves on-chain. Read together, one product screens a transfer before it leaves, and the other caps what an agent can spend while it works. Both sit on top of Mastercard’s stablecoin settlement work and the BVNK-powered Global Money Platform.

The Bottom Line

The release leaves real gaps. Mastercard did not say what it charges per voucher or how long providers can hold vouchers before redeeming them. It also skipped the dollar value of the demo payments. Nor did it give a date for general availability. Developers building agents, payment infrastructure or paid services can test both buyer and seller flows in the sandbox today.

Mastercard calls the current APIs a first version, with customer and partner feedback setting the roadmap from here. The company says the same voucher model can extend to AI models, data, computing power and other digital services.
