# NYSE Parent ICE Is Entering the Perpetuals Market With Trade[XYZ]

Intercontinental Exchange (NYSE: ICE), the New York Stock Exchange’s parent, agreed on October 29, 2026, to move Trade\[XYZ\]’s Hyperliquid-based perpetual futures onshore. ICE will be the exclusive operator of the new U.S.regulated markets, subject to regulatory approvals.

## The Brief

- ICE becomes the exclusive operator of Trade\[XYZ\]’s regulated markets and is making a strategic investment in the company alongside the deal.
- Trade\[XYZ\] currently offers eligible users outside the United States 24/7 perpetual contracts on equities, equity indices, commodities and currencies, built on Hyperliquid.
- ICE says its market participation today is more than 99% institutional, which makes retail perpetuals a new line of business.
- The ICE-OKX joint venture is expected to distribute the contracts, but it still needs U.S. broker-dealer and futures commission merchant approvals.

Under the agreement, ICE plans to build a new, dedicated retail market and clearing structure on Hyperliquid. The approvals it will seek cover perpetual futures markets with **Know Your Customer** and anti-money laundering checks, including the approvals needed for leveraged trading. Verified customers would then reach these markets through futures commission merchants (FCMs) that join the platform as members.

> trade\[XYZ\] and ICE, owner of the New York Stock Exchange, are joining forces to bring 24/7 perpetual futures on Hyperliquid to the United States. In just over a year, our markets on Hyperliquid have surpassed $650 billion in volume. They provide continuous price discovery for stocks, indices, and commodities, and have become trusted reference points for retail and institutions alike when traditional markets are closed. Much of the world trades them. Until now, Americans could only watch. We intend to change that. Subject to CFTC approval, trade\[XYZ\] and ICE plan to establish a new, dedicated U.S. market, with novel exchange and clearing infrastructure built on Hyperliquid. Planned contracts span equities, indices, commodities, FX, and crypto, with access through participating brokers and platforms. We’ll share more on products, eligibility, and timing as approvals progress. ICE brings more than 25 years of experience operating regulated markets, clearing, and managing risk. trade\[XYZ\] brings the product development, market design, and technology behind the most liquid and robust markets on Hyperliquid. Innovation and the protections of U.S. regulation shouldn’t be a trade-off. Together, we plan to prove it. ICE is making a strategic investment in trade\[XYZ\] and joins us in building towards the future of Hyperliquid. A small group of market luminaries is joining as well, beginning with Stan Druckenmiller. For more than four decades, few investors have anticipated the great turns in markets as often as Stan. We’re proud to have him with us for the next one. We’re building the U.S. market in parallel with our existing HIP-3 markets, which we’ll continue to expand and innovate on. We expect both to flourish. They each have a long road map ahead, from new asset classes to new ways to trade them. To the Hyperliquid community, whether you were here before us or came because of us, thank you. You took a chance on new markets and you made them matter. You’ll forever be a part of this story. Anything. Anytime. On ICE\[XYZ\].

## ICE keeps retail perps away from its hedgers

A [perpetual futures contract](https://coinlaw.io/perpetual-futures-statistics/) never expires, so it doesn’t lock in a price for a future date. It gives short-term exposure instead. ICE is pitching it at retail traders who want that exposure around the clock in crypto, equities, commodities and foreign exchange.

Commercial hedgers on ICE behave differently. They manage risk over months and years through traditional futures, forward-curve price discovery and centrally cleared physical and cash settlement. ICE says the new business won’t alter that franchise. The retail side will run through a separate clearing structure, so hedgers and institutional customers carry none of retail traders’ trading or counterparty risk.

**Jeffrey C. Sprecher**, ICE’s chair and chief executive, framed the venture as an extension of the core business. He said:

“

We see these perp markets as additive to our futures markets, not a replacement for them.

The motive is easy to read. Institutions account for nearly all of ICE’s current participation, so any retail volume it wins is incremental. That is how the company pitched the deal. Its target includes traders now active on offshore venues, a fast-growing group it described as underserved by U.S. regulated venues.

## OKX venture lines up as the distribution channel

ICE invested in OKX earlier this year, and the two companies’ joint venture aims to connect OKX’s global retail customers to ICE-operated markets. Trade\[XYZ\]’s regulated contracts are expected to be offered through that venture once it clears its own registration as a U.S. broker-dealer and FCM.

That gives the deal four layers. [Hyperliquid’s trading network](https://coinlaw.io/hyperliquid-statistics/) supplies the infrastructure, and Trade\[XYZ\] designs and implements the contracts. OKX brings customer access, while ICE ties them together with regulated market and clearing infrastructure. Trade\[XYZ\] said in the joint release that ICE brings the regulatory, technological and market expertise to carry its 24/7 on-chain model into America.

ICE described its holding in Trade\[XYZ\] as a minority position. It doesn’t expect the stake to have a material impact on its 2026 adjusted financial results, capital return or deleveraging plans.

The release leaves several gaps for traders and shareholders:

- **How much is ICE paying for its stake in Trade\[XYZ\]?**
- **Which U.S. regulators must sign off, and on what timeline?**
- **What leverage limits will apply if approvals cover leveraged trading?**
- **Will offshore Trade\[XYZ\] users see any change to their current access?**

## Why It Matters?

The structure reads as an attempt to bring the offshore perps model under a U.S. exchange operator while fencing ICE’s existing clearing business off from retail risk. Whether a Hyperliquid-based market fits inside existing [U.S. crypto regulation](https://coinlaw.io/crypto-regulations-in-the-united-states-statistics/) frameworks is the open test, and the separate clearing layer could draw the closest scrutiny.

For U.S. retail traders, nothing is tradable yet. Access first requires approval of ICE’s new retail market and clearing structure, then FCMs signing on as platform members. The OKX route also waits on the venture’s own registrations. Until then, Trade\[XYZ\]’s perpetuals stay limited to eligible users outside the United States.
