# ECB Launches Pontes, Its Wholesale Digital Euro Platform

The European Central Bank opened Pontes, its wholesale digital euro settlement platform, to eurozone banks on Monday, September 21, 2026. The system lets lenders settle tokenized transactions in central bank money for the first time.

## The Big Picture

- The European Central Bank switched on Pontes at 9:15 a.m. Monday, letting eurozone banks settle blockchain-based transactions in central bank money instead of private stablecoins.
- Thirteen lenders and four distributed-ledger operators, including Clearstream and Axiology, went live on Pontes at launch.
- ECB economists warn that dollar-denominated stablecoins could erode Europe’s control over monetary policy if they become the default settlement layer for tokenized markets.
- Pontes runs 8 a.m. to 4 p.m. Central European time for now, with the ECB planning expanded, continuous operation by 2028.
- The ECB will invest a portion of its own funds in tokenized securities on Pontes, joining eurozone banks as an early user of the system.

## ECB Opens Pontes to 13 Eurozone Lenders

Pontes connects privately run distributed-ledger platforms with lenders across the [21-country eurozone](https://www.ft.com/content/9f57e612-1068-43ab-889a-febad1602c4a) through the ECB’s existing Target2 payment system. **13** banks joined at launch, including **Deutsche Bank**, **Santander** and **Société Générale**, alongside four ledger operators such as Deutsche Börse-owned Clearstream and Lithuanian fintech Axiology. More participants are expected to join over the coming months.

ECB executive board member Piero Cipollone framed the launch as an extension of trust into digital markets. Pontes brings “**stability and trust of central bank money to the European tokenised finance ecosystem**,” he said. Trading hours start narrow, running 8 a.m. to 4 p.m. Central European time, before the ECB works toward continuous operation by **2028**.

 ## Sovereignty Concerns Drive the Push

Tokenization creates digital versions of assets and money that settle on blockchain-based systems rather than conventional bank ledgers. Pontes gives eurozone banks a way to settle those transactions in central bank money instead of privately issued [stablecoins](https://coinlaw.io/stablecoin-statistics/), most of which are denominated in dollars. ECB economists have warned that widespread use of dollar stablecoins in Europe could weaken the bloc’s grip on its own monetary policy. The dominance of Visa, Mastercard and [PayPal](https://coinlaw.io/pyusd-statistics/) in payments adds a separate geopolitical exposure the ECB wants to offset.

## Retail Digital Euro Still Awaits EU Law

A [retail digital euro for consumer](https://coinlaw.io/ecb-digital-euro-tech-partnerships/) and merchant payments remains a separate, slower track. The ECB targets a public rollout by 2029, with a pilot phase beginning in 2027, but the project depends on legislation still being negotiated among the European Parliament, the **Council of the European Union** and the European Commission. A political agreement is expected by the end of the year. Pontes needed no such approval; the ECB launched it under existing rules, while the retail version waits on that legal green light.

## Why It Matters?

Pontes formalizes a choice European regulators have been building toward for two years: keep the settlement layer of tokenized finance denominated in central bank money rather than cede it to private issuers. That matters for banks weighing whether to build tokenized bond or repo markets on infrastructure they do not control, and it matters for a currency area watching dollar stablecoins take an early lead in [global digital settlement volumes](https://coinlaw.io/digital-remittance-statistics/).

The ECB’s decision to put its own funds into tokenized securities on Pontes signals confidence the system will draw real trading activity rather than sit idle as a policy statement. Retail adoption is a separate question, tied to a legislative process with no fixed end date. For now, the eurozone’s digital currency ambitions run on two different clocks: one set by technology, the other by politics.
